I'm not sure that people responsible for the public's well being should work when exhausted. How many life-changing mistakes do you have to make before you get more than a slap on the wrist? How many cops have been forced to personally compensate a victim of their mistake? Zero - or pretty close to zero. If you sue a cop and you're only suing the tax payers. You end up paying your own settlement.
