The 3rd QB rule is misinterpreted a lot. Teams can have 45 players on game day. If they choose they can designate a 3rd emergency QB to make the roster 46. That is where the rule kicks in. If the teams activates all 3 QBs they are limited to the 45 players, but can use any of the QBs at any time they want. Technically they can list White as #3 and play him at will.
