Private organizations can hire and fire anyone they want.

It's the kind of high profile move that Jones likes to make, so it wouldn't surprise me. Seems like a poor match, since Cowboy defensive personnel was overhauled under Ryan to play man to man and I assume Kiffin would want to bring in his Tampa 2 defense.
