I am going to use 99 as an example if a player wants that number he has to earn the right to wear it. Once he has earned the right to wear the number you have a fan day and the player gives the jersey to the new guy. Now you have an incentive for the player "I mean reward for excellence" and something to offer fan's. Just a thought......
