Let's presume that the Dolphins management has information that it is likely that the NFL is likely to cancel the 2020 season due to present circumstances. If that were to happen, each team would have two drafts - the 2020 and 2021 drafts before seeing the field. In this scenario, let's presume that the 2021 draft's order is identical to 2020. Or if you prefer, that it is determined by lottery.

If Miami believes that there will be no 2020 season, how does it affect their draft strategy? Do they still draft a quarterback in 2020, or do they wait until 2021?

It would depend on how the 2020 draft shakes out. If the draft order remains the same, the Bengals aren't getting Burrow and Lawrence.

This is all hypothetical stuff though. If the NFL season is canceled and it is still 5 months away, then the world is in chaos and hundreds of millions have died. I don't think we have to worry about that, the timing is on the side of the NFL. It wasn't for the other sports.

Imagine if they did, they could keep the one they wanted and trade the other for a kings ransom of future picks.  Never going to happen though.

It's possible. What happens if one or more states housing an NFL team bans mass gatherings until a vaccine is developed - or simply bans them until the end of calendar 2020? Will the state permit that NFL team to participate in what would be only away games. And would the NFL only operate with teams that are in states that allow gatherings? I tend to think that if even one state does not allow play, the NFL itself will ultimately cancel the season.

Mike Trout just spoke about MLB's plans to only play in Arizona and said they wouldn't work. What are the players supposed to do, just travel from the ballpark to the hotel the whole season? Not see their families or do anything? It wuld never work.

This will be gone by the time football starts but baseball is probably having an 80 game season at most.

Yes, the NFL would allow teams to essentially have road games only.  See  Giants @ Saints played in Meadowlands post Katrina.

Odds are if any state would ban playing a game in front of TV only, then we are in a situation where the other states are allowing in front of TV only.

 So hypothetically if Florida and Arizona  is allowing in front of TV but Mass, NY and NJ completely ban the games you could have Bills at NE played in Tampa. 

I could also see a situation where Florida is allowing people in the stadium and NY is not, but NY is allowing TV only games.  Then the question for the NFL becomes play Mia @ Bills in Buffalo in front of TV and forgo ticket revenue or move it to Miami and sell the tickets to Dolphin fans. (This would be a horrible idea as it would result in thousands of people flying from NY to Florida to watch the game)

That would work fine. For every player unwilling to be away from his family for a half year to earn several million dollars playing baseball there are at least a dozen AA and AAA now unemployed players more than willing and capable of taking his place.

The Players Union would never allow a season where they get replaced by AAA players. Add to that service time issues and it's a whole big mess. I think the whole season will be canceled or you will have some half assed 50 game season that even the league recognizes as more fun than meaningful.

AAA players replace MLB players all the time, and MLB players get sent to the minors. 

Pretty simple if you want you X millions of dollars a year to play baseball, show up to AZ and we will put you up in a hotel. If you don’t, feel free to retire or sit out the year unpaid. 

If Mike Trout, Aaron Judge and Bryce Harper refuse to play, then that's it. The players will all back each other and there just won't be a season. There are a few issues such as not every player makes what Trout makes and can afford to miss out on a year's salary but both sides are going to lose some stuff in the end. No winners to be had with this whole situation.
