I don't dispute that the offense was inept. I agree. Has been for almost 3 games now. But I feel that its more in your own control to NOT commit dumbass penalties (especially after being flagged previously) than it is to be "better on offense" - there's a component of opposing-defensive play that makes that tougher.
The OLinemen let the defenders simply run by them, and it's "great play by the Bills' defense."
If Carroll does the same, he's bashed as the primary reason we lost.
It's not like Carroll was being called for off-sides or 12-men. His penalties potentially prevented TDs. Now, he should still be criticized for getting beat by his man and putting himself in a position to need to commit penalties... but at the end of the day, his penalties resulted in 3 points.
The offense was lined up against the worst run defenders in the league and they did nothing. That's totally inexcusable. Just because they avoided making obvious blunders, that doesn't absolve them of blame. If you commit zero penalties and zero turnovers but lose a game 9-6, that loss is not on your defense.
