Do you remember the Miami Miracle?  Of course you do.

Let's say that a team pulls off a similar play.  One of their players steps out of bounds, but the refs do not notice it.  The final ball carrier, is grabbed by his facemask as he is tackled short of the goal line.

The flag comes out.  The refs mark off the penalty and prepare for the last untimed down.  Then, the replay booth buzzes down.  The refs review the play and notice the player stepping out of bounds before the face mask.

Does this now negate the face mask penalty?  Is the game over?

Yes.  Both penalties offset.  Game over

Stepping out of bounds is not a penalty.  There are no offsetting penalties.

The question was, since the play actually ended BEFORE the defensive penalty, does that mean it is negated.  Spider answered yes

If you go out of bounds on a play, you cannot come back in and get involved in the play.  If you do then it's a penalty. 

If one of the ball carriers steps out of bounds, the play ends there.  There is no facemask penalty because the rest of the play legally did not happen.
