Let's say Miami had tied the game and gone into overtime. 

Instead of running out the clock to preserve the tie, let's say the had the ball in position to win the game with 1 minute left inside the Bills 10, with Buffalo out of timeouts.

What if they had run out the clock, with the goal being to host Pittsburgh instead of Buffalo?

Would they have faced disciplinary action from the league?
