I read on another board that the Jags are contracted for at least 10 more years with Jacksonville. Not sure how true that is, but its something
The stadium lease runs until 2029 (!) and is supposedly "tight". However, a lawyer involved in negotiating that lease said the owner would have to pay the city of Jacksonville about $90 million to move (

To me, that sounds like peanuts when considering the money involved and that the team "only" cost $760 million. A team in LA could easily be with significantly more than a billion dollars. The most recent Forbes list had half the teams in the NFL at or above $1B, with the 'Boys in first place at $1.8B. The Forbes list had the Jags in last place at $725, which is reasonably in line with the purchase price.
