Through some "flex" stuff around the league the fins-chargers is now 4pm instead of 1pm. That sucks

No it doesn't.  4 pm is a much better time slot.

I understand why they swapped the Den/KC and Pack/NYG. 

I don't get why they need to move the Mia/SD game as well.

CBS needed a 4pm game. They lost their 4pm game with Den/KC I believe
