Actions that do NOT constitute pass interference include:

- Laying a hand on a receiver THAT DOES NOT AFFECT THE RECEIVER'S ABILITY TO MAKE A PLAY ON THE BALL.

I just saw another replay, and that might have been pass interference on the Broncos on the play to Gronkowski in the end zone.
