Get this, annoying somebody on the Internet is now a federal crime.  Check out the link:

I should thank my lucky stars that they didn't pass this law three weeks ago.  Otherwise, Dave and Jim could've pressed charges against me for cloning ID's.

Why?  The article makes a good point.  "Annoying" is a dangerous word open to much interpretation.

It looks to me that it is spelled out pretty clearly. Surely not to lawyers but the average person would clearly understand this law.

with intent to annoy, abuse, threaten, or harass any person...who receives the communications...

Alot of people have dynamic IP's, especially people on Dial-up.  Besides, I can come to your house, use your computer (and your IP) and annoy the heck out of Dave to the point where he calls the cops.
